PRELIMINARY STATEMENT
The North Baja Pipeline ("NBP") is the U.S. portion of a natural gas
pipeline transportation system extending 79.8 miles from an interconnection
with the facilities of El Paso Natural Gas Company near Ehrenberg, Arizona,
extending west into California and extending south towards the international
border west of Yuma, Arizona, west past Mexicali and terminating at an
interconnection with the TGN pipeline near Rosarito, Baja California. NBP
offers open access transportation service under the laws and regulations of
the United States and the Federal Energy Regulatory Commission ("FERC").
NBP interconnects at the U.S.-Mexican border with the facilities of
Gasoducto Bajanorte, a Mexican pipeline that offers open access service
under the laws and regulations of Mexico and the Energy Regulatory
Commission ("ERC").
